1. Introduction

Fogwem Tikseem, an NGO, in partnership with the ECOWAS Centre for Renewable Energy and Energy Efficiency, is committed to promoting clean and renewable energy in dry-season irrigation farming.

We invite eligible and qualified firms to submit sealed quotations for the design, supply, installation, and commissioning of five solar photovoltaic (PV) water pumping systems in the following communities:

• Chiana
• Asunia
• Kalvio
• Nayemnia
• Kassena

These installations aim to improve access to reliable, sustainable electricity in off-grid areas of the Upper East Region.

2. Scope of Work

The scope of this procurement includes:

• Site assessment and system sizing for each community.
• Design of solar PV systems to meet community energy needs (load requirements to be provided during site visits or upon request).
• Supply and delivery of all components, including:
• PV modules (Tier 1 quality).
• Solar pumps (set).
• Mounting structures.
• Inverters (preferably hybrid inverters).
• Battery storage (Lithium-ion or approved alternative).
• Charge controllers (if required).
• Cabling, junction boxes, protection devices, etc.
• Installation and commissioning of the systems.
• Testing and training of local operators or community representatives.
• Provision of maintenance manuals and as-built documentation.
• Minimum 1-year warranty on equipment and workmanship, with post-installation support.

4. Required Qualifications

Interested firms must:

• Be registered and licensed to operate in Ghana or provide evidence of partnership with a local entity.
• Have at least 3 years of experience in installing off-grid solar systems.
• Provide evidence of past similar projects (attach references and project summaries).
• Submit a valid tax clearance certificate and business registration documents.
• Demonstrate technical and financial capacity to deliver the project within the specified timeline.

5. Submission Requirements

Each quotation should include:

• Detailed technical proposal, including system design, capacity sizing, component brands, and specifications.
• Cost breakdown (equipment, transport, installation, taxes, etc.) for each of the five sites, with total sum.
• Delivery and installation schedule (not exceeding 8 weeks after contract award).
• Warranty terms and post-installation support plan.
• Company profile and relevant experience.

All quotations should be in Ghana Cedis (GHS) and remain valid for 90 days after the submission deadline.

8. Site Visit / Pre-Bid Meeting (Optional)

Interested bidders may attend an optional site visit and briefing session scheduled for:

• Date: 20th January 2027
• Venue: Kassena-West District Assembly Hall
• Time: 9:30am

This will provide an opportunity to gather on-the-ground information and ask questions about the project.
